A 17 year old girl seeking shelter at Nsanje”s Bangula flood victims” camp claims to have been raped by a Chiromo Police Officer identified as Sergeant Sam Mkulalero, but the man in uniform is yet to be nabbed.
Police authorities in the area confirm to have received the complaint, but women rights groups are fuming at the delay by law enforcers to apprehend the suspect.
The matter is a little complicated though, as medical personnel claim to have been told by the girl that she had first slept with her boyfriend and was later raped by the suspect, making it impossible for the hospital at Kalemba to separate the semen for the two.
The girl, however, fumes hospital officials are twisting the matter, stating she had not slept with the boyfriend because she was in her menstruation period.
The young girl told Malawi News Agency that she experienced her fate on the night of Thursday April 30, when she was chatting with her boyfriend and Sergeant Mkulalero was on patrol.
According to the girl, Sergeant Mkulalero quizzed them on why they were roaming around at night.
“The police officer took out handcuffs as he threatened to arrest my boyfriend. He only switched his focus on me and demanding that I should remove my underwear so he use it as exhibit (evidence) in the court that I slept with my boyfriend.”
“After that, the police officer demanded cash from me. Upon knowing that I had no money, he told me that I am going to sleep with you. And he raped me as a price for failure to pay the money,” explained the girl.
The girl has since expressed dissatisfaction over the way her case is being handled by the authorities especially the police, saying despite being clear that the police officer defiled her, the suspect is yet to be arrested.
“After the incident, I went to Kalemba health facility for medical examination where I was given Post Exposure Prophylaxis (PEP) and some pills to be protected from HIV infection and pregnancy.”
“I sorely blame the Kalemba medical practitioners who have twisted some facts in the medical report to protect the police officer. For instance, the report says I told them that I slept with my boyfriend on the same day before the rape which is not true. I was menstruating and could not have sex with my boyfriend,” narrated the visibly angry girl.
A medical report dated May 4, 2015 which is our possession indicates that the vagina specimen was not done because the girl allegedly had sexual intercourse with her boyfriend the same day that could complicate their investigations.
“The girl should visit Nsanje District Hospital for further investigation,” read part of the medical report.
Kalemba Health facility Human Resources Officer Macdonald Kudambo said the facility “did a good job as far as the issue of the girl is concerned”.
He admitted to have prescribed drugs to the girl following the rape incident claim, adding that the girl told them that she had slept with both the police officer and the boyfriend.
“We collected the semen and blood samples for the two. Since our facility has no equipment that can separate the semen for the two we have referred the case to Nsanje District Health Office for further assistance,” he claimed.
Chiromo Police Post Officer In-charge Assistant Commissioner Denis Nankondwa acknowledged receipt of a report on the incident.
Nankondwa assured the concerned parties that the suspect will be taken to court by Monday, May 11 and that they were only waiting for medical procedures.mana
