Opposition Members of Parliament have threatened to shoot down the 2015/16 national budget presented in the August House by Minister of Finance and Economic Development if the government does not table in Parliament the MK92 billion Cashgate report.

The development comes amid reports that the government is planning to delay the report to cover up suspects as it is rumoured that some Democratic Progressive Party (DPP) bigwigs are implicated in the report.

Germany-funded financial investigation—conducted by PricewaterhouseCoopers (PwC) will expose ministries and departments behind the K92 billion heist between 2009 and 2012 as well as broader public finance malfeasance as it also covers the years up to 2014, according to sources close to the audit exercise.

The reports which many people including Civil Society Organisations (CSOs) are eagerly waiting for its release, is rumoured to have also implicated President Professor Arthur Peter Mutharika and Minister of Foreign Affairs George Chaponda.

The whole issue was started by Legal Affairs Committee Peter chakwantha who is also Malawi Congress Party (MCP), asking the government to table the MK92 billion in the August House before the budget is passed.

The motion received an applause from the Opposition benches with others shouting on top of their voices that Budget should come second.

Reacting to the development, Gondwe said he had not yet seen the report, adding that he only has seen the preliminary documents.

Earlier, National Audit Office spokesperson Lawrence Chinkhunda told the press that the report is expected to be formally submitted to the Minister of Finance Goodall Gondwe in accordance with the Public Audit Act, for onward tabling in Parliament.

He said the report covers a period of five years, which includes the period when the K92 billion issues occurred but pointed out that it is “not restricted to the K92 billion.”

The MK92 billion public money covered in the report is said to have been plundered during the reign of late Professor Bingu wa Mutharika.
