Kamchedzera Says APM Should Understand 21 Days Given to Assent to Electoral Reforms

Chancellor College Law Professor Garton Kamchedzera, says the President should understand the significance of 21 days that he was given to assent to electoral reforms saying is the maximum period as the country has important business issues to undertake.

He appealed to the President to treat the matter with the urgency it deserves.

Kamchedzera asked the president to demonstrate leadership qualities by making a quick decision on the matter.

“It’s not a privilege for the President to enjoy 21 days; he has to do it in reasonable time 21 days is the maximum; so the best thing would be for the President just to sign the bill”

“My understanding is that what Parliament asked was pretty straightforward

“I don’t know what one would be doing in 21 days to say that am still thinking about it; so in terms of whether the President is acting urgently and prudently I think those that want to demonstrate have a point” said the professor.

He added that if the president fails to sign, he will put himself in a very dangerous situation.

“But when he fails to assent or to make a decision, then the precarious position would be that it will be so obvious that he is conflicting his role as a President and that of him as an appellant in the case

“That is a personal interest where he is appealing it is not a presidential interest; so he would be in a very precarious situation and it would be tantamount to the breach of the constitution which could be impeachable” said Kamchedzera.

Meanwhile, seven days are remaining for the president to assent to the electoral reforms bills.
