Former NOCMA CEO Helen Buluma Appointed to Lead Key Water Commission

Helen Buluma, former Chief Executive Officer of the National Oil Company of Malawi (NOCMA), has been appointed as the new Commission Secretary for the bi-national Lesotho Highlands Water Commission.
The commission oversees the Lesotho Highlands Water Project—a major multi-billion dollar initiative that supplies water to South Africa’s Gauteng province and generates hydropower for the Kingdom of Lesotho. The project includes several large-scale infrastructure developments, such as the Katse Dam, one of the largest dams in Africa.
Buluma confirmed her new role, highlighting the importance of the project, which stands among Africa’s largest transboundary water infrastructure efforts.
Notably, she becomes the first woman to hold the Commission Secretary position since the signing of the 1986 Treaty between the governments of Lesotho and South Africa, which governs the project.
