Government Suspends Civil Service Recruitment and Promotions Over Rising Wage Bill

The government has suspended all recruitment and promotion exercises in the civil service with immediate effect, citing an unsustainable increase in the public wage bill.

In a memo dated October 10, 2025, addressed to the Executive Secretary of the Local Government Service Commission, Chief Secretary to the Government Justin Saidi said the decision follows a review that revealed the wage bill had grown beyond acceptable levels.

“It has been observed that the civil service wage bill has increased beyond an acceptable level which cannot be sustained under the current economic situation,” reads part of the memo.

Saidi said the suspension is a temporary measure aimed at stabilizing the situation until the mid-year budget review session of Parliament, when the matter will be reassessed.

The development comes amid ongoing concerns over Malawi’s rising public expenditure, which has been putting pressure on the national budget and overall economic stability.
