Phwetekere Rejects Secondment to Domasi College of Education

Executive Director of the Higher Education Students Loans and Grants Board, Prince Phwetekere, has declined his secondment to Domasi College of Education, citing his existing five-year contract with the board.
He argues that he voluntarily retired from the civil service before taking up his current role and therefore cannot be redeployed.
Recently, the Office of the President and Cabinet (OPC), through Chief Secretary Justin Saidi, announced that Phwetekere’s secondment to Domasi had been approved with immediate effect.
However, in a letter to the OPC, Phwetekere maintained that he remains the board’s executive director.
He stated that he ceased to be a civil servant on 28th February 2023 following his voluntary retirement.
Phwetekere further explained that his employment with the Loans Board is contractual, beginning on 1st March 2023, and will continue until the board decides otherwise.
He expressed surprise that the OPC had approved a secondment he never requested.
The OPC had directed Phwetekere to report to Domasi College of Education immediately.
