Two Men Fined for Possessing and Transporting Fuel Without Permit in Dowa

Two men, Dickson Manuel and Jefule Hezekiah, both aged 36, have been convicted and fined by the Second Grade Magistrate’s Court at Mvera, Dowa, for possessing and transporting liquid fuel without a valid permit.
According to Dowa Police Station Public Relations Officer, Sub Inspector Alice Sitima, the men pleaded guilty to the charge.
Sitima explained that on November 5th, 2025, at around 16:00 hours, officers at the Mvera Police Roadblock noticed a white Toyota Mark II (registration number CP1379) traveling at high speed from Lilongwe towards Salima. When signaled to stop for inspection, the driver ignored officers, prompting them to alert their counterparts at Chikuse Village, where the vehicle was eventually intercepted.
A search of the vehicle revealed 13 jerrycans containing 260 litres of petrol, along with four empty containers. The occupants failed to produce a valid fuel transport permit and were arrested immediately.
In mitigation, the men requested leniency, citing their responsibilities as family breadwinners and caregivers to elderly relatives.
The court fined each K500,000, with a custodial sentence of 36 months imprisonment in default. The fines have since been paid, and the seized fuel has been forfeited to the Malawi Government.
