Procurement President, Businesswoman in Court Today Over Parliament Procurement Scandal

The Anti-Corruption Bureau (ACB) has arrested Alinafe Banda Malisawa, president of the Malawi Institute of Procurement and Supply (MIPS), and Grace Kusani, owner of Divine Excellence, over suspected corruption involving procurement deals at Malawi Parliament.

The two are expected to appear in court today to be formally charged.

Malisawa is accused of directing procurement officers to sign delivery notes before goods were received and authorizing premature Local Purchase Orders (LPOs) to facilitate supplier payments.

She allegedly approved payments before goods were delivered, violating procurement regulations. Kusani is suspected of forging and submitting fake quotations from companies such as Allu-Tech Aluminium Systems and Carports Kings International to fraudulently secure contracts.

The ACB says these forged documents misled Parliament into awarding contracts to Divine Excellence. Both face multiple charges, including abuse of office, performing functions corruptly, neglect of official duty, and uttering false documents.

The arrests follow an ACB investigation that uncovered evidence of procurement fraud and corruption at Parliament.
