Former MERA CEO and MRA Commissioner General ‘Raphael Kamoto’ Dies

Former Malawi Energy Regulatory Authority (MERA) Chief Executive Officer and Malawi Revenue Authority (MRA) Commissioner General, Raphael Kamoto, has died.
His sister, Rose Kamoto, confirmed the sad news to saying: “I confirm the passing of my brother, Raphael Kamoto, today, 28th August 2025, while under medical care in Mauritius.”
A seasoned chartered accountant and tax administration expert, Kamoto served with distinction across both the public and private sectors for several decades.
Since 2021, he had been working as Resident Tax Administration Advisor at the IMF Regional Technical Assistance Center (AFRITAC South) in Mauritius. Prior to that, he served as Director for Strategic Partnerships at the African Tax Administration Forum (ATAF) in South Africa, and earlier as a diplomat in Kuwait.
The Malawi Revenue Authority (MRA) has also paid tribute to Kamoto, describing his passing as a great loss.
In a statement, the Authority said it “deeply mourns the passing of Mr. Raphael Kamoto, a distinguished former Commissioner General who served the Authority with dedication and integrity.”
Kamoto served as Commissioner General of MRA from July 2014 to September 2015, and earlier as Deputy Commissioner General between June 2004 and April 2009. His leadership was marked by a strong commitment to aligning tax policies with national development goals, strengthening tax administration, and championing anti-tax evasion initiatives.
“The Board, Management, and Staff of MRA extend their heartfelt condolences to his family, friends, and all who knew him,” reads the statement.
