PAC Chair Malondera Accuses ACB Director General Chembezi and Lawyer Kamangila of Interference in Amaryllis Probe

Chairperson of Parliament’s Public Accounts Committee (PAC), Steven Baba Malondera Kamsiyamo, has made serious allegations against Acting Director General of the Anti-Corruption Bureau (ACB), Gabriel Chembezi, and anti-corruption activist Alexius Kamangila, accusing them of attempting to influence the ongoing investigation into the Amaryllis transaction.

The allegations are contained in a formal complaint dated April 22, 2026, in which Malondera outlines claims of pressure, alleged deal-making, and interference with parliamentary oversight processes.

According to the complaint, Malondera alleges that Chembezi approached him requesting to be “cleared” in the PAC inquiry, linking the matter to his bid for substantive appointment as ACB Director General. He further claims that Chembezi sought assurances of protection ahead of his appearance before the committee on March 12, 2026.

Malondera also alleges that Chembezi engaged him in a series of informal meetings outside official channels, including discussions at a private residence and in his vehicle, where matters related to the investigation were allegedly discussed.

The PAC chairperson further claims that Chembezi attempted to link separate corruption cases as part of a broader effort to exert influence. Among the claims, Chembezi is alleged to have suggested he could influence an ACB investigation involving Eisenhower Mkaka in exchange for favourable consideration in the PAC inquiry.

Additional allegations include an attempted offer of fuel using an official ACB fuel card, as well as the display of active investigative files involving PAC members, which Malondera interpreted as attempts to exert pressure.

Malondera also claims that after he refused to cooperate, documents alleging his involvement in the misuse of public funds were presented to him, which he describes as retaliatory.

The complaint further implicates Kamangila, who is alleged to have acted as an intermediary by urging Malondera to clear Chembezi. When refused, Kamangila allegedly became hostile and threatened to discredit him publicly. He is also accused of attempting to access a draft PAC report before it was tabled in Parliament.

Malondera says he reported the matter to Inspector General of Police Richard Luhanga on March 14, 2026. Copies of the complaint were also sent to President Arthur Peter Mutharika, Speaker of Parliament Sameer Suleiman, the Attorney General, and the Director of Public Prosecutions.

The allegations have heightened political tension surrounding the Amaryllis investigation, placing the leadership of the ACB under increased scrutiny.

As of now, neither Chembezi nor Kamangila has publicly responded to the claims.
